These <strong>dues are 1.375% of gross salary<\/strong> and are deducted automatically, regardless of whether a membership registration (formally known as the membership card) has been completed (<a href=\"https:\/\/opseu.org\/information\/need-a-membership-card\/12941\/#:~:text=To%20register%20as%20a%20new,Job%20openings%20at%20OPSEU\/SEFPO\">though we encourage completing<\/a>). These funds cover services such as contract negotiations, legal representation, and grievance support. This information is provided to OPSEU directly from Georgian. Current disbursements are calculated as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First 50 members: <strong>$31 per member<\/strong><\/li>\n\n\n\n<li>Balance of members: <strong>$14 per member<\/strong><\/li>\n<\/ul>\n\n\n\n<p>(For 2024, Local 349 averaged <strong>1461 members per quarter<\/strong>)<\/p>\n\n\n\n<p><em>Note: OPSEU may deduct honorariums, clothing purchases, or time-off costs from these rebates. Local 349 does not provide honorariums to officers at this time.<\/em><\/p>\n\n\n\n<p><strong>Working Student Rebates:<\/strong><\/p>\n\n\n\n<p>Part-time student workers at Georgian College are automatically members of the part-time union. In November 2023, Local 349 voted to redirect student worker rebates to the Georgian College Students\u2019 Association (GCSA), which supports initiatives like the food locker and financial aid programs for students who need support but don\u2019t qualify for existing financial resources offered through Georgian<\/p>\n\n\n\n<p>(Want to know how much we gave in rebates back to GCSA in 2024? Funds cover:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Member incentives:<\/strong> Gift cards for General Membership Meetings<\/li>\n\n\n\n<li><strong>Educational opportunities:<\/strong> Diversity training, grievance handling, etc.<\/li>\n\n\n\n<li><strong>Social events:<\/strong> Solidarity lunches, drop-in refreshments<\/li>\n\n\n\n<li><strong>Operational expenses:<\/strong> Communication, software, banking fees<\/li>\n\n\n\n<li><strong>Community initiatives:<\/strong> Possibilities Fund<\/li>\n\n\n\n<li><strong>Event expenses:<\/strong> Mileage, accommodation, and food costs for meetings\/conventions<\/li>\n<\/ul>\n\n\n\n<p>To learn more, attend the <strong>bi-yearly TARS meetings<\/strong> (held in winter and summer, depending on audit timelines).<\/p>\n\n\n\n<p><strong>Trustee Audited Reports (TARS)<\/strong><\/p>\n\n\n\n<p>TARS ensures <strong>accountability<\/strong> by tracking all Local 349 financial transactions, including bank balances, deposits, and expenses. Audits occur <strong>twice per year<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>January\u2013June<\/strong> (finalized by October 31)<\/li>\n\n\n\n<li><strong>July\u2013December<\/strong> (finalized by February 28)<\/li>\n<\/ul>\n\n\n\n<p>If TARS are delayed, OPSEU may withhold rebates and other funding. The Treasurer and elected Trustees oversee financial accuracy and compliance.<\/p>\n\n\n\n<p><strong>Role of the Treasurer\/Trustees<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"600\" src=\"https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur-600x600.png\" alt=\"\" class=\"wp-image-1317\" style=\"width:234px;height:auto\" srcset=\"https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur-600x600.png 600w, https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur-300x300.png 300w, https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur-150x150.png 150w, https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur-768x768.png 768w, https:\/\/local349georgian.com\/wp-content\/uploads\/treaserur.png 1080w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/figure>\n<\/div>\n\n\n<p>The <strong>treasurer<\/strong> is an unpaid and volunteer position is responsible for tracking all transactions for TARS including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monthly bank account statements (Bank of Montreal)<\/li>\n\n\n\n<li>Deposit receipts from Georgian\u2019s local strike fund<\/li>\n\n\n\n<li>Deposit receipts from OPSEU for rebates, the Local Time Off Fund and any other income provided by OPSEU during the auditing period<\/li>\n\n\n\n<li>Expense form\/advance forms and receipts<\/li>\n\n\n\n<li>Copies of motions and approvals where needed<\/li>\n<\/ul>\n\n\n\n<p><strong>Two Trustees<\/strong> are also unpaid and volunteer positions that are elected support staff members who hold office for a three-year period. They provide a check and balance on the local\u2019s operations and ensures that proper financial practices are being followed.<\/p>\n\n\n\n<p><strong>Strike Pay<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"168\" src=\"https:\/\/local349georgian.com\/wp-content\/uploads\/images.jpg\" alt=\"\" class=\"wp-image-1320\"\/><\/figure>\n<\/div>\n\n\n<p>OPSEU <a href=\"https:\/\/opseu.org\/information\/tools-and-resources\/ops-strike-pay-qa\/12610\/\">provides strike pay<\/a> to all members in good standing (which means you have completed your registration process) who participate in strike duties:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Weeks 1\u20133:<\/strong> $450\/week + $125\/week per dependent<\/li>\n\n\n\n<li><strong>Week 4+:<\/strong> $550\/week + $125\/week per dependent<\/li>\n<\/ul>\n\n\n\n<p>Local 349 provides additional strike pay from the full-time support staff strike fund to full-time members in good standing who participate in strike duties. Part-time members do not currently have a strike fund set up. If there is interest in paying into a strike fund for part-time support staff, part-time members should reach out to the VP Part-Time to discuss further.<\/p>\n\n\n\n<p><strong>Time Off Fund<\/strong><\/p>\n\n\n\n<p>Both the membership of Local 349 and executives of Local 349 are eligible for time off for union duties.<\/p>\n\n\n\n<p>Local 349 is a composite local (we have two collective agreements for part-time and full-time members), so we need a minimum of 650 signed members for our president to have full time book off (which we currently do). As per Article 5.2 of the collective agreement, Local 349 pays 25% of the wages, and the remaining weekly hours and benefits are covered by OPSEU.<\/p>\n\n\n\n<p>Anytime there is an event through OPSEU with delegates, alternates, and observers, the expenses of delegates are covered by OPSEU, and the expenses for alternates and observers are covered by Local 349. Time off for alternates and observers follows the 80\/20 rule where Local 349 pays 20% and OPSEU pays 80% for book off time. Most educationals are designed to take place on the weekends so that members don\u2019t take time off so it would not be covered in this category.<\/p>\n\n\n\n<p>There does seem to be a delay in the college sector in getting financials in a timely manner (ex: a members book off time in April was deducted from rebate provided in October). Time off requests could impact the following years budget.<\/p>\n\n\n\n<p>Under OPSEU policy, Local 349 may apply to use the Local Time-Off Fund (80\/20) to help fund the work of the local. The fund will be based on the following formula:<\/p>\n\n\n\n<p><em>$35.00 per member in good standing per year. OPSEU Head Office will contribute $28.00 per member per year and the Local Union will contribute $7.00 per member<\/em><\/p>\n\n\n\n<p><em>The number of members in good standing in a Local will be based on OPSEU membership records for the month of December of the previous year.<\/em><\/p>\n\n\n\n<p>Fund eligibility requires the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Trustee Audit Reports are up to date<\/li>\n\n\n\n<li>Prior approval must be received from OPSUE Staff Representative<\/li>\n\n\n\n<li>Forms must be signed by two officers other than the person requesting the local time-off leave<\/li>\n\n\n\n<li>Usage is at the sole discretion of the Local Executive Committee (LEC)<\/li>\n\n\n\n<li>The form must be fully completed<\/li>\n\n\n\n<li>Only wages are covered by the fund (cannot be used for own time)<\/li>\n<\/ul>\n\n\n\n<p>The Local Time-Off Fund shall not be utilized for locals to send alternates or observers to central union functions including conventions, conferences, and divisional meetings. We don\u2019t expect you to remember everything we go through, but we do expect you to know how to reach out. The Trustees also review finances twice a year.<\/p>\n\n\n\n<p>&#8220;What happens if a financial issue arises?&#8221;<\/p>\n\n\n\n<p>This depends on the issue. We have healthy reserves and should be able to manage.
